If ‘We the People’ of the Commonwealth of Australia voted NO to alter the Commonwealth of Australia constitution and recognise a third tier government what authority does the CITY OF JOONDALUP actually have?

If the public domain (ie: Streets/roads/beaches/parks/carparks etc) of the Commonwealth of Australia is the Kings Domain of the Commonwealth of Australia, and the CITY OF JOONDALUP [ABN 64 245 472 416] with a doing business name of ‘JOONDALUP RECEPTION CENTRE’ (listed on the Dunn & Bradstreet Website) is a business, then what authority does the CITY OF JOONDALUP have to extort money from anyone by way of a fine or infringement pursuant to the ‘Corporations Act 2001‘?.

Chapter XIII — Corruption and abuse of office

87. Impersonating public officer

(1) For the purposes of this section a person impersonates a public officer if the person —

(a) wears what is or purports to be the uniform of a public officer; or

(b) represents himself or herself by word or conduct to be a public officer,

when the person is not such a public officer.

(2) A person who impersonates a public officer and who —

(a) purports to do or exercise; or

(b) attends any place for the purposes of doing or exercising,

any act or power of such a public officer is guilty of a crime and is liable to imprisonment for 2 years.

Summary conviction penalty: imprisonment for 12 months and a fine of $12 000.

(3) For the purposes of subsection (2) it is immaterial whether the power referred to exists at law.

(4) An allegation in a charge of an offence under this section that at the material time the accused was not a public officer, or not a public officer of the kind that the accused is alleged to have impersonated, must be taken to be proved, unless the contrary is proved.

What authority at law does the Man known as Albert Jacobs have to aid and albeit the United Nations (a private foreign organisation that we did not vote for) to implement policies influenced by private organisations such as ICLEI and the Global Covenant of Mayors for Climate Change and Energy that impact everyone and not be held accountable for abuse of office pursuant to the ‘Crimes Act s.83 Corruption‘?

83. Corruption

Any public officer who, without lawful authority or a reasonable excuse —

(a) acts upon any knowledge or information obtained by reason of his office or employment; or

(b) acts in any matter, in the performance or discharge of the functions of his office or employment, in relation to which he has, directly or indirectly, any pecuniary interest; or

(c) acts corruptly in the performance or discharge of the functions of his office or employment, so as to gain a benefit, whether pecuniary or otherwise, for any person, or so as to cause a detriment, whether pecuniary or otherwise, to any person, is guilty of a crime and is liable to imprisonment for 7 year.

Under what authority does the CITY OF JOONDALUP [ABN 64 245 472 416] have to install cameras on the Kings Roads and streets of the Commonwealth of Australia to spy on ‘we the people’ of the Commonwealth of Australia?
